While at the main menu, select Circuit, and then choose Just Play. Now select the Enter Code Option and input the following password:

Then select Continue Circuit and start a race. When the race starts just let the time run out.
When the race has ended...
Go to the Select Car screen, press and hold C-LEFT, press Z, release both buttons, and press LEFT.
Go to the Setup menu, press and hold C-UP, press Z, release both buttons, and press UP.
Go to the Track Select screen, press and hold C-RIGHT, press Z, release both buttons, and press RIGHT.
Go to the Select Car Screen, Press and hold C-DOWN, press Z, release both buttons, and press DOWN, L, R.
If you entered the code correctly, a trumpet will sound.
When you enter the Select Track Menu, You'll find Track 7 - Alcatraz.
