On the title screen (when "Press Start" appears). Hold down the Z button and press D-Pad Right, D-Pad Left, D-Pad Up, D-Pad Down, A, B, and Start.
Then you'll enter a secret debug menu. The button combination doesn't seem to apply to the Japanese version (called Wild Choppers).
